Yeah that's an interesting point and you defend it well. I don't think Rowling think the Ministry is all bad it obviously does many good things. I think she is critical of the ministry wishing to put on a show and obfuscate rather then pursue true Justice. Harry isn't the only critical one. In book 5 we saw a number of people didnt want this type of act.

I think another issue is how the ministry prefers to blithely ignore dangerous situations or potential problems if they are inconvenient. The giants and werewolves are obvious examples. if the Ministry acted benevolently and with some foresight the giants and the werewolves would not be the huge issues they now are as major supporters of Voldemort. They didnt because the ministry (aka Fudge) didnt want to deal with he public backlash... sort of a commentary IMO on how we treat some nations or social issues. Perhaps she is saying we should approach things with justice or maybe it is mercy But then maybe that is perhaps way to obvious.

My major hope for book 7 is that we have some sort of resolution with the Dursleys... some sort of level where they get taught a lesson or something. I mean we all know a number of wearing issues will be resolved obviously not the werewolf thing or treatment of nonhumans but... my hope is she gives me some closure here cause I need it. Maybe Dudley's child will be magical...
