I'm with you on phase 1. For phase 2, I'm not convinced. People well acquainted with firearms favor handguns for defense in general locations but more powerful, more accurate guns to defend their homes. At the same time, it's quite possible that merely presenting guns to dissuade assailants has done enough to outweigh all the misuses of guns; we just don't have good statistics on that.
Mind you, I don't own a gun, because I don't have confidence in my level of training. Besides, I might flake and take it where it's not allowed, which is especially easy when you live near DC. So I've settled for pepper spray, which I haven't needed to use yet.
