I don't think this has a chance. If moderate Reps won't even blink at the FMA, they're certainly not going to urinate all over the Constitution's provisos for checks and balances. Just another power play to appeal to the base. "Don't worry, we won't let no joo-dishal aktuvists let no queers marry!"
